* configure.host: Add vax-*-netbsdelf* and vax-*-netbsd*.
* config/vax/nbsdelf.mh: New file.
* config/vax/nbsdaout.mh: New file.
* config/vax/nm-nbsd.h: New file.
* config/vax/nm-nbsdaout.h: New file.
