test: replace Makefile copy with a symlink for TEST-28-PERCENTJ-WANTEDBY

TEST-28-PERCENTJ-WANTEDBY/Makefile is identical to
TEST-01-BASIC/Makefile so avoid duplication and use a symlink instead.
