Add OpenSSL 0.9.8x patch for EAP-FAST

1 This patch adds support for TLS SessionTicket extension (RFC 5077) for
2 the parts used by EAP-FAST (RFC 4851).

7 NOTE: This patch (without SSL_set_hello_extension() wrapper) was
8 merged into the upstream OpenSSL 0.9.9 tree and as such, an external
