re PR target/16344 (libstdc++'s PCH built by profiledbootstrap does not work with the built compiler)

PR target/16344
* Makefile.tpl (profiledbootstrap): Build runtime libraries with
feedback based compiler.
* Makefile.in: Rebuilt.
