configure.ac: Test for .dtprelword support on MIPS.

* configure.ac: Test for .dtprelword support on MIPS.
* configure, config.in: Regenerate.
* config/mips/mips.c (mips_output_dwarf_dtprel): New.
(TARGET_ASM_OUTPUT_DWARF_DTPREL): Define.
