re PR other/10240 (HOST_CFLAGS in gcc/Makefile.in shouldn't include XCFLAGS)

PR other/10240
* configure.in: Removed $(XCFLAGS) from BUILD_CFLAGS for build != host.
* configure: Rebuilt.
