Makefile.in (FLAGS_TO_PASS): Don't pass PICFLAG.

        * Makefile.in (FLAGS_TO_PASS): Don't pass PICFLAG.
        (.c.o): Check value of enable_shared, not PICFLAG.
        (stamp-picdir): Dito.
