libstdc++: Enable simple invocation of runtest in testsuite

2020-05-21  Matthias Kretz  <kretz@kde.org>

* testsuite/Makefile.am: Remove dup target_triplet and set tool,
allowing runtest to work without arguments.
* testsuite/Makefile.in: Regenerate.
