image.bbclass: add IMAGE_DEVICE_TABLE to rootfs[vardeps]

IMAGE_DEVICE_TABLE and IMAGE_DEVICE_TABLES are both referenced by
_create_devfs, therefore ensure that rootfs is rebuilt if changes
are made to either variable.
