ada: Document partition-wide Ada signal handlers

Indicate the signal handlers that are set by the Ada
run time, and explain how to prevent them if needed.

gcc/ada/

* doc/gnat_ugn/the_gnat_compilation_model.rst
(Partition-Wide Settings): add this subsection to document
configuration settings made by the Ada run time.
* gnat_ugn.texi: Regenerate.
