tests: Add a test for xgettext's computation of the POT-Creation-Date.

* gettext-tools/tests/testdata/repo.tar.gz: New file.
* gettext-tools/tests/xgettext-git-1: New file.
* gettext-tools/tests/Makefile.am (TESTS): Add it.
(EXTRA_DIST): Add testdata/repo.tar.gz.
