[Ada] Add/fix documentation for the Double_*_Alignment parameters

* doc/gnat_ugn/building_executable_programs_with_gnat.rst
(-gnateT): Document Double_Float_Alignment parameter and fix
description of Double_Scalar_Alignment parameter.
* gnat_ugn.texi: Regenerate.
