* configure.in: Get the build platform name.  Define
  MODIFICATION_DELAY as the time to wait after modifying a file,
  to cope with timestamp granularity issues, depending
  on the platform.

* tests/defs.in: Define `sleep' using MODIFICATION_DELAY.
