mh-darwin (BOOT_CFLAGS): Only add -mdynamic-no-pic for m32 hosts.

* mh-darwin (BOOT_CFLAGS): Only add -mdynamic-no-pic for m32 hosts.
(STAGE1_CFLAGS, STAGE1_LDFLAGS): New.
Fix over-length lines and amend comments.
