build: update to latest gnulib

Mainly for these changes:
- freadptr: fix to work with ungetc on all uClibc configs
- fts: enable leaf optimization for XFS
- fts: ensure leaf optimization used for NFS
- strftime-tests: avoid false failure on OS X
- intprops-tests: avoid warnings (causing CI failures)

* NEWS: Update with items from above that are
significant from the previous coreutils release.
