github: Explicitly install pkg-config in macOS build

Apparently not installed anymore in the latest build image.  If it's
missing, we see errors like these:

  configure.ac:38: error: possibly undefined macro: AC_DEFINE
scripts/test.sh diff | blob | blame | history
