Increase maximum number of SSIDs per scan

With scheduled scan support, we may need to pass more than 10 SSIDs in
a single scan request. Some drivers (e.g., wl12xx) support up to 16
SSIDs at once.

Change WPAS_MAX_SCAN_SSIDS from 10 to 16.
