Updated Russian translation for the gas sub-directory and a new Portuguese translation for the binutils sub-directory.

gas * po/ru.po: Updated Russian translation.

binutils* po/pt.po: New Portuguese translation.
* configure.ac (ALL_LINGUAS): Add pt.
* configure: Regenerate.
