testsuite, cobol: If libgcobol has a .spec file use it.

This conditionally adds a path for libgcobol when that contains
libgcobol.spec.

gcc/testsuite/ChangeLog:

* lib/cobol.exp: Conditionally add a path for libgcobol.spec.
