oe-selftest: devtool: run without poky

If DISTRO is set to poky, the ptest DISTRO_FEATURE is enable. However,
without meta-poky layer, ptest packages are not compiled and the tests
fail with:
   ERROR: Nothing RPROVIDES 'cmake-example-ptest'...
