bfin.c (hard_regno_mode_ok): Only allow first 31 regs for DImode.

* config/bfin/bfin.c (hard_regno_mode_ok): Only allow first 31
regs for DImode.
(bfin_register_move_cost): Bump costs if trying to move plain
integer values through accumulators.
