Ensure libltdl is up to date for check-local.

* Makefile.am (LTDL_BOOTSTRAP_DEPS): New variable.
(all-local): Use it to simplify dependencies.
(testsuite_deps_uninstalled): Add $(LTDL_BOOTSTRAP_DEPS).
