virtio: introduce virtio_device_ioeventfd_enabled

virtio: introduce virtio_device_ioeventfd_enabled

This will be used to forbid iothread configuration when the
proxy does not allow using ioeventfd.  To simplify the implementation,
change the direction of the ioeventfd_disabled callback too.
