hw/arm/xlnx-versal: efuse: refactor creation

Refactore the eFuse devices creation using the VersalMap structure.

Note that the corresponding FDT nodes are removed. They do not
correspond to any real node in standard Versal DTBs. No matching drivers
exist for them.
