target/arm: Use FPST_FPCR_AH for FRECPE, FRECPS, FRECPX, FRSQRTE, FRSQRTS

For the instructions FRECPE, FRECPS, FRECPX, FRSQRTE, FRSQRTS, use
FPST_FPCR_AH or FPST_FPCR_AH_F16 when FPCR.AH is 1, so that they get
the required behaviour changes.
