xfs: move small allocation helper

Source kernel commit: c63cdd4fc9cc6a22d6e0bd0dcba4a28d18eab723

Move the small allocation helper further up in the file to avoid the
need for a function declaration. The remaining declarations will be
removed by followup patches. No functional changes.
