Bug 2999: v1.5 of ext_edirectory_userip_acl

* Modified command-line arguments to closer resemble LDAP auth helper's.
* Added much-needed 'Persistent Connections' option, with timeout.
* Cleaned up some of the debugging statements, and to make debug messages
  more meaningful.
