mips.c (mips_promote_function_mode): New function.

* config/mips/mips.c (mips_promote_function_mode): New function.
(TARGET_PROMOTE_FUNCTION_MODE): Define as above function.
(TARGET_PROMOTE_PROTOTYPES): Remove.
