tapctl: add optional 'hardware id' parameter

tapctl: add optional 'hardware id' parameter

If parameter is not specified, default value "root\tap0901"
is used.

This enables tapctl to work with different tun drivers,
like "tapoas" (from OpenVPN Connect) or "wintun".
