Use a shell function for _AC_RUN_IFELSE.

* lib/autoconf/general.m4 (_AC_RUN_IFELSE_BODY): New macro.
(_AC_RUN_IFELSE): Use a shell function.
(_AC_RUN_LOG): Avoid subshell for logging.
