[Ada] Reuse Is_Rewrite_Substitution where possible

[Ada] Reuse Is_Rewrite_Substitution where possible

Use a high-level Is_Rewrite_Substitution instead of a low-level inequality,
with the intention to improve the code easier to read. Semantics unaffected,
so no test provided.
