Avoid parallel 'make check' issue.
* tests/Makefile.am (mktests.stamp): New witness.
(TESTSUITE_GENERATED_AT): Use it.
(CLEANFILES): Clean the witness.
* tests/.cvsignore (mktests.stamp): Ignore the witness.
