maint-tool (deps): Output config.h instead of stamp-h.

libiberty/

* maint-tool (deps): Output config.h instead of stamp-h.
* Makefile.in: Rebuild deps.
(maintainer-clean-subdir): Depend on stamp-h rather than config.h.
Reverts 2007-07-11 change.
