bitbake.conf: Add seq to HOSTTOOLS

This fixes detecting available signals when configuring perl.
(cnf/configure_sigs.sh)

Without this, running aclocal prints warnings about missing signals,
which can be further demonstraded by running

perl -le 'print for keys %SIG'
