Move default incoming.max_tcp_client to 1024

Compared to the default 3 (2 udp + 1 tcp worker) * 2048 (max mthreads)
= 6144 fd's needed if all mthreads are busy, 1024 does not sound
too great of a burden with respect to fd usage.
