arguments: print "-devel" when LXC_DEVEL is true

liblxc should inform users that they are using a devel version. This will have
liblxc print

    MAJOR.MINOR.PATCH-devel

if LXC_DEVEL is true and

    MAJOR.MINOR.PATCH

otherwise.
