Include linux-protos.h for ppc*vxworks7r2

This provides prototypes for target hooks dragged in through linux.h,
in a similar fashion as the ppc*-linux ports do.

gcc/
	* config.gcc (powerpc*-wrs-vxworks7r*): Add linux-protos.h
	to tm_p_file.
