vala: upgrade 0.56.15 -> 0.56.16

0001-gtk4-Preserve-compatibility-with-4.14.patch
removed since it's included in 0.56.16

 - gtk4: Preserve compatibility with < 4.14 [#1531]
 - Regenerate for GIR-based bindings to pick up time_t fix (long vs time_t)
