aarch64: Add support for -mcpu=ampere1c

This adds support for the Ampere1c core to the AArch64 backend. The
initial patch only adds the core feature set (ARMv9.2 + extensions)
and does not add any special tuning decisions, and those may come
later.

Bootstrapped and tested on aarch64-none-linux-gnu.

gcc/ChangeLog:

* config/aarch64/aarch64-cores.def (AARCH64_CORE): Add ampere1c.
* config/aarch64/aarch64-tune.md: Regenerate.
* doc/invoke.texi: Document the above.
