gve: Map IRQs to NAPI instances

Use netdev-genl interface to map IRQs to NAPI instances so that this
information is accessible by user apps via netlink.

$ cat /proc/interrupts | grep gve | grep -v mgmnt | cut -f1 --delimiter=':'
