tests: temporarily skip MLDSA pkcs11-provider test

External pkcs11-provider test requires at least kryoptic 1.2 for
MLDSA tests. But the current fedora:latest (42) still contains
kryoptic 1.1 and hence we need to temporarily disable MLDSA tests
until Fedora 43 is released.
