And .ndo_hwtstamp_get()/.ndo_hwtstamp_set() callbacks to HNS3 framework
to support HW timestamp configuration via netlink and adopt hns3pf to
use .ndo_hwtstamp_get()/.ndo_hwtstamp_set() callbacks.
