ptp: Split out PTP_PEROUT_REQUEST ioctl code

Continue the ptp_ioctl() cleanup by splitting out the PTP_PEROUT_REQUEST
ioctl code into a helper function. Convert to a lock guard while at it.

No functional change intended.
