* Update manuals.pot after helper shuffling
* Add po4a infrastructure to build .pot and .po
* Modify some manual sources to cleanup the transation strings

TODO:
 * more cleanup modification of existing man(8) sources
 * addition of new man(8) pages for other helpers and tools
