'scalar reconfigure -a' is taught to automatically remove
scalar.repo entires which no longer exist.

* js/remove-stale-scalar-repos:
  tests(scalar): tighten the stale `scalar.repo` test some
  scalar reconfigure -a: remove stale `scalar.repo` entries
