[Ada] Fix Forced sign flag in formatted string

Fix the Forced sign flag that is incorrectly ignored for scientific
notation and shortest representation.

gcc/ada/

	* libgnat/g-forstr.adb (Is_Number): Add scientific notation and
	shortest representation.
