amdgpu: DMCUB updates for various ASICs

DMCUB updates for DCN314, DCN351, DCN35 and DCN401.

Tested with DC 3.2.319

Release Notes:
- Fix table mapping for tuning set
- Fix abnormal min_duration calculation
- Change power-down sequence
- Clean up unused register mask
- Restore lost power saving register settings
