doc: Use a separate directory for new modules we add to PATH

ChangeLog:

	* doc/baseconf.py: Inject dirname(__file__)/'modules' to path
	instead of just ``.''.
	* doc/gcc_sphinx.py: Moved to...
	* doc/modules/gcc_sphinx.py: ...here.
