Add tests for PR_SYS_DISPATCH_INCLUSIVE_ON correct/incorrect args,
and a test that ensures that the specified range is respected
by both PR_SYS_DISPATCH_EXCLUSIVE_ON and PR_SYS_DISPATCH_INCLUSIVE_ON.
