Regenerate avr.opt.urls

avr added an -mlra option, but the avr.opt.url file wasn't
regenerated.

Note that commit 149a23ee2568 ("AVR: -mlra is not documeted in TEXI.")
did add the Undocumented flag, but that still needs the avr.op.urls
file to be updated.
